There have been deceptive reports distributed by some members of our community which claim
that Bob Dechert worked against the efforts of placing the Muslim Brotherhood (MB) on Canadian List of Terrorist Organizations following the Egyptian Canadian conference for supporting the democratic transition in Egypt, which was held in Ottawa on November 19, 2013 by the Canadian Coptic Association (CCA). At the time, Bob Dechert was a Member of Parliament, and the Parliamentary Secretary to the Canadian Minister of Justice, before that he was Parliamentary Secretary to the Minister of Foreign Affairs. I, Medhat Oweida, attended the event as a conference coordinator and I was Conference spokesman. Bob Dechert was the point of contact between the CCA and the Conservative Government. In June 2013, myself along with other members of the CCA had a meeting with Bob Dechert and informed him that a revolution was underway that would take place on June 30, 2013 that would remove the Muslim Brotherhood from power in Egypt and we requested Stephen Harper’s Government to support this revolution. As a result the Canadian Minister of Foreign Affairs John Baird took a balanced stance on the issue. After the revolution took place, the following individuals (Medhat Oweida, Mohamed Gohar, Maher Rizq Allah-Head of CCA, Dr. Hany Shenodha-president of the Canadian union of activists, Dr. Nabeh Abdel Malek-member of CCA, and Wafa Abdel Massiah-member of CCA) met again with Bob Dechert and asked for his help to hold a conference at the Canadian Parliament in Ottawa. Bob Dechert helped make this conference happen, and it took place on November 19, 2013. The conference resulted in the following requests: 1- Place the Muslim Brotherhood on the Canadian list of Terrorist Organizations; 2- Support the democratic transition in Egypt; 3- Provide financial aid to Egypt; and 4- Help Egypt in fighting terrorism. We followed up with Bob Dechert after the conference, and he told us the matter was discussed with Canada’s then-Minister of Foreign Affairs John Baird, and that the Minister had agreed to support us in this matter. Bob requested that we provide him with the necessary supporting evidence needed by the Ministry of Public Safety and Ministry of Justice. We as members of the CCA requested the evidence from the Egyptian Government and the Egyptian embassy in Canada but they did not cooperate with us or with the Canadian government. However, as a result of this second conference, John Baird visited Egypt in April 2014 and provided a package of financial aid and a loan for training the Egyptian police officers on fighting terrorism. In September 2015 members of the CCA as wella s other leaders of the Egyptian community discussed re-opening the subject of placing the Muslim Brotherhood on the Canadian list of terrorist organizations, and we requested from Bob Dechert to arrange for an appointment with the Minister of Public Safety or any of his top aides On May 2015, we (i.e. Medhat Oweida, Mohamed Johar, Maher Rizq Allah, and Sheref Sabawi) along with Bob Dechert met with the Minister of Public Safety’s Chief of Staff as well as another top aide. In this meeting, the Chief of Staff explained the procedures and requirements set out by the Ministry of Justice and the Ministry of Public Safety for placing an organization on the Canadian List of Terrorist Organizations, and indicated that the process usually takes around three months. At that time we only had a study that was done by a specialized office in England about the relation between the MB and terrorism, which was given to us by the Egyptian embassy. Once again, we tried to obtain supporting evidence from the Egyptian government but they did not cooperate with us or with the Canadian government, and our request was refused in September 2015. These are the facts surrounding Bob Dechert’s involvement with the placing of the Muslim Brotherhood on Canadas List of Terrorist Organizations. The reports being released by others stating that Bob Dechert refused any consideration of placing the MB on the Terrorist List lacks any evidence and is categorically false. These claims have no connection with the truth. ثارت عدة أقاويل حول علاقة السيد بوب ديكارت عضو البرلمان الكندي السابق والسكرتير البرلماني لوزير الخارجية الكندي ووزير العدل الكندي, بعدم وضع الإخوان المسلمين علي قائمة المنظمات الإرهابية بكندا ولأن ما أثير كان بخصوص المؤتمر المصري الكندي الذي عقد في البرلمان الكندي يوم 19 نوفمبر 2013 تحت عنوان دعم التحول الديمقراطي في مصر. الذي نظمه مؤتمر الهيئة القبطية الكندية وكنت أنا مدحت عويضة المنسق العام للمؤتمر والمتحدث الإعلامي بأسمه. ومن منطلق مسئوليتي وللأمانة فأني أشهد أمام الله وامامكم أنني سأقول الحق ولا شئ غير الحق كما عودتكم دائماً. في البداية كان مكتب بوب ديكارت مشرعاً لنا جميعاً وكان نقطة الاتصال والتواصل بيننا وبين حكومة المحافظين. اجتمعنا معه في شهر يونيه سنة 2013 لنخبره بقيام ثورة يوم 30 يونيه وقمنا بإبلاغة أننا نأمل في ان تطيح الثورة بالإخوان من الحكم وطلبنا منه أن لا تعارض حكومة رئيس الوزراء ستيفن هاربر الإطاحة بالإخوان وان تقف موقف أن لم يكن مسانداً للثورة أن يكون معتدلا. حضر اللقاء أعضاء الهيئة القبطية الكندية وموظفين من مكتب بوب ديكارت والذي كان يشغل منصب السكرتير البرلماني لوزير الخارجية جون بيرد في حينه. وكان من نتائج اللقاء صدور بيان معتدل من وزارة الخارجية الكندية عقب الإطاحة بالإخوان. بعد الثورة ألتقينا الرجل مرة أخري وطلبنا منه عقد مؤتمر في البرلمان الكندي لدعم التحول الديموقراطي في مصر وتم تحديد يوم التاسع عشر من نوفمبر في السادسة مساءا موعداً للمؤتمر. تحدث في المؤتمر الإعلامي الكبير محمد جوهر , ماهر رزق الله رئيس الهيئة القبطية الكندية, والدكتور هاني شنودة رئيس أتحاد نشطاء كندا والدكتور المرحوم نبيه عبد الملك عضو مجلس إدارة الهيئة القبطية والأستاذة وفاء عبد المسيح عضو مجلس إدارة الهيئة القبطية. تقدم المؤتمر بالطلبات التالية: أولا: وضع الإخوان علي قائمة المظمات الإرهابية ثانيا: دعم التحول الديمقراطي في مصر ثالثا: تقديم مساعدات اقتصادية لمصر رابعا: مساعدة مصر في مكافحة الإرهاب. وعقب المؤتمر ومع متابعتنا الطلبات أخبرنا بوب ديكارت أن تم عرض الأمر علي وزير الخارجية جون بيرد ووافق علي الطلب وقد تم البدء في الإجراءات والتي تبدء من عند وزارة الأمن العام ثم تنتهي بقرار من وزير العدل. وطلب بوب ديكارت إدله لتدعيم الطلب. ومن جهتنا طلبنا الأدلة من الحكومة المصرية ولم تمدنا وزارة الخارجية أو السفارة المصرية بأي دليل ولم تتعاون معنا ولا مع الحكومة الكندية وقد تم رفض الطلب. ولكن المؤتمر أسفر عن زيارة جون بيرد للقاهرة في أبريل 2014 وتقديم حزمة من المساعدات الاقتصادية لمصر وتقديم منحة تدريبية لضباط الشرطة المصرية لتدريبهم علي مكافحة الإرهاب. في سنة 2015 قمت بالتشاور مع أعضاء الهيئة القبطية الكندية ورموز الجالية المصرية علي طلب إعادة فتح ملف وضع الإخوان علي قائمة المنظمات الإرهابية. وطلبنا من بوب ديكارت تحديد موعد لنا مع وزير الأمن العام أو احد كبار مساعدية وفي مايو سنة 2015 كان هناك اجتماع مع مدير مكتب وزير الأمن العام وشخص أخر من كبار مساعدي الوزير وحضر اللقاء بوب ديكارت وحضر من الجانب المصري ” محمد جوهر. ماهر رزق الله, شريف سبعاوي ومدحت عويضة”. قام مدير مكتب وزير الأمن العام بشرح إجراءات وضع أي منظمة علي قائمة المنظمات الإرهابية وهو أن يتم تقديم طلب مدموغاً بالأدلة من وزارة الأمن العام لوزير العدل وفي المرة اللاحقة رأي وزير العدل أن الأدلة غير كافية ورفض الطلب وأضاف أنه سيفتح الملف مرة أخري ويتمني أن يتعاون الجانب المصري ونحصل علي أدلة كافية ليصدر قرار من وزير العدل وقال أن مدة الإجراءات ثلاثة أشهر وعلينا تقديم الادلة الكافية. لم يكن معنا في ذلك الوقت سوي دراسة قام بها مكتب متخصص في إنجلترا عن علاقة الإخوان بالإرهاب ومددنا به السفارة المصرية. وقمنا مرة أخري بالتوسل للحكومة المصرية علي تقديم أدلة ولم تتعاون الحكومة المصرية مرة أخري معنا او مع الحكومة الكندية وقد تم رفض الطلب في سبتمبر 2015. هذا ما حدث أما القول بعدم تعاون او رفض بوب ديكارت لإعتبار الإخوان منظمة إرهابية فهو كلام عاري عن الصحة جملة وتفصيلاً ولا يمت للحقيقة باي صلة. مدحت عويضة المنسق العام والمتحدث الرسمي بأسم المؤتمر المصري الكندي سنة 2013 مدير تحرير جريدة الأهرام الكندي ورئيس تحرير موقعها الإلكتروني عضو مجلس إدارة الهيئة القبطية الكندية والعديد من المنظمات الاجتماعية بكندا مرشح سابق لانتخابات النيمونيشن لحزب المحافظين الجدد عن دائرة مسيسوجا سنتر.
